There are several reasons why this is so, and at this particular time, but it doesn’t change the facts of occurance.
It’s way past time to re-open those large mental health hospitals for the criminally insane. That type of facility does not necessarily have to be a torture chamber or a darkened pit of neglect and abuse. There are correct and fair ways to make this happen.

Yes, it is way past time. I will take it a step further in stating that the mentally ill (not just the criminally insane) need to hospitalized.This country needs a three pronged approach to the homeless mess that is riddling major cities and spreading.
1. Mental health hospitals
2. Jail for the drug users
3.Poor farms for those who are not mentally ill or drug users but are homeless.
