What is the point of tactical nukes when they render the territory uninhabitable for years and years? And would likely contaminate neighboring NATO countries. Does not make sense by Putts to use.

We’ll see if they really blinked (they can say one thing but other things...like there are no NATO troops in Ukraine, LOL).
In this case, they might have gotten a bit spooked when Putin offered to help them with their Green Agenda by reducing electricity usage in Ukraine.
Another way to look at it is that our Pentagon (or Administration?) blinked and Russia correctly perceives this as weakness — and decided to proceed with hitting a dam in Ukraine, with a town immediately downstream. In fact, reports say it’s been hit again, to increase the rate of flooding. Pretty clear Geneva violation.
Oh, that “town” downstream is Kryvyi Rih, the largest city in central Ukraine, est. pop. 646,748. “Happens to be” Pres. Zelenskiy’s home city,
