Judging by the picture, an AGM-88 HARM missile delivered from the United States, designed to destroy radar and air defense systems, again fell on the heads of the townspeople. A week ago, the same ammunition was found in the center of nearby Konstantinovka.
There may be several reasons for such events: either the missile was launched from a very extreme distance and simply did not reach the target, or there was a guidance failure and the capture of a false radio-emitting target in the city.

I explain: it is quite debatable that the KShM was worked out using HARM, since the GOS used on the rocket has an operating frequency range starting from 700 MHz .. that is, either it was not HARM, or it was not meant by KShM, but some kind of CAS with RRS or SCS on board (but there are questions here, since it is one thing to detect even a sector radar, another is RRS or SCS with a fairly narrow and directional antenna pattern .. but nothing is impossible, therefore, you need to know more to answer such a question ..
But let’s still try to answer, let’s see - HARM is capable of being aimed at high-frequency radio-emitting devices ( from 0.7 to about 40 GHz in the latest modifications ). The missile is less vulnerable to well-established countermeasures, such as turning off the radiation source when a missile launch is detected (as was done against the Shrikes), HARM calculates the location of the target and is able to hit it even if the radiation is gone, and the latest modifications are designed to destroy radio-emitting means with a change in working frequencies. So after turning off, the crew needs to urgently get out of position .. this, of course, is not always possible ..
