Of course the money will just go to administrative bs, extra holiday pay, tranny party’s and teachers union promotion. They are masters at playing the voter.
Similarly, you can't take any random dork and train him to be a hoop master athlete.
There is a racial group which has been shown to be incapable of higher learning. This particular racial group exceeds at rough sports and street thuggery. You can spend all year "tutoring" members of this group with practically no chance of success. Some occasionally do succeed, but they are rare indeed.
Spending more money won’t solve the problem.
This sort of thing is already being done in other states, including, of all places Louisiana. I have witnessed tutoring sessions of this sort at the branch library I use.. Since these are all white kids , no drama, or screaming obscenities at the tutor (they are all white women) but the boys seem to loath every minute as least according to their body language and facial expressions.
I smell a boondoggle for teachers’ unions.

if the teachers aren’t able to teach students, at least one teacher should be fired for every tutor hired.
It could be the reason for the problem is that the teachers stink. Extra classes from them does not help.
