Man who helped pass DC criminal code overhaul shot, killed in southeast

(Story from 11/21/22) Kelvin Blowe, 32, worked with DC Justice Lab, a group that advocates for criminal justice reform in the city.

Family said he also did security work, and early Tuesday morning, Blowe had just finished a late night security guard job and was driving some co-workers home.

He was on Southern Ave. near Suitland Parkway in SE when police say there was a crash after a driver crossed the line to try to pass Blowe's car.

Family said Blowe got out of his vehicle and then was shot and killed.

Rev Keith Johnson, Blowe's uncle, said he helped raise Blowe and his three brothers.

"So it's my son, it's my nephew, my business partner," Johnson said. "Terrible loss for all of us involved." **

"We have to learn to love each other and bring the city together-that's what my nephew was trying to do," Johnson said.

Blowe used his experiences behind bars at DC Justice Lab where he was a policy and advocacy fellow.

He was among those who testified before DC Council about the historic reform of the city's criminal code. The bill finally passed on Tuesday, hours after he was killed.

"It's kind of hard to put into words what it feels like to see his work come to fruition without being able to share in that celebration with him," said Patrice Sulton, Executive Director DC Justice Lab. "In some ways the timing of it is an added injury on top of the loss. And I think we lost a really powerful voice in a really important movement and that's not something that we'll be able to replace."

The hour I became 18 y/o, I would have legally changed my last name. That, after most likely using a fake name during school years anyway. Obviously, the deceased was unbothered by such details.

This is a rare case of justice in a mostly unjust world. But there are hundreds or thousands more of the corrupt judges, DA, and “reformers” who should be murdered in the crime waves they have brought about, instead of the innocent citizens who actually are being murdered in those crime waves.

More on the terrible law the D.C. Council passed unanimously:

If Bowser signs the bill, it will eliminate most mandatory minimum sentences, allow for jury trials in almost all misdemeanor cases and reduce the maximum penalties for offenses such as burglaries, carjackings and robberies. The law will not take effect for three years to give the courts, police and other groups time to prepare for implementation, officials have said.

The bill passed unanimously through the council in a first vote and received unanimous support in the five-member judiciary and public safety committee. Tuesday’s second and final vote was somewhat more contentious, with a near hour-long debate largely centered on an amendment over gun crimes. But the amendment was ultimately rejected, and the bill was passed unanimously.

Jury trial = jury nullification. Also, juries have to fear immediate reprisals and are subject to intimidation.

This is a ‘let the criminals out of jail that are there and don’t arrest new ones’ reform.

The sad thing is how he died could have been any of the BLM youngsters who are making that move on drivers in all the large cities. It could have been anyone who killed him, or anyone else

Wanted carjacking and robbery “Not” to be taken seriously.

From the article:

Blowe was always drawn to helping others, even as a child, and it’s what led him to join the Marines.

Johnson said Blowe had PTSD after his military service, then issues with substance abuse and Blowe ended up in prison.

But since getting out, he’s been dedicated to helping others get services they need after being incarcerated.
