Russia is blaming a program that cleaned up part of its Cold War mess, tying it to current events and issues over Covid, as a conspiracy after the fact to justify its invasion and sow confusion and fear. It sounds good to those want to see conspiracies everywhere. To real government leaders, relevant civil servants, people who can filter out snake oil salesmen. it is one more example of how thankless and dishonest the Russian government is in dealing with other countries.
Stunts like this just show the West that there is no reason to trust any word the Russia government gives. Which means there is no point in any negotiated settlement in Ukraine, because in a few years Russia will just invade again.

I’m not going to deny reality in order to make your theory ‘work’. The Ukraine is the Deep State HeadQuarters and funds the DNC/Biden/Pelosi/Schumer etc
