How long until law enforcement uses such an idea to bring in a someone for questioning or arrest?
Wait until they get in their car, lock the doors, and then drive to the nearest police department.
Or they just remotely activate the Kill Switch on the car.

Upon arrival at the police station, the vehicle closes all windows, locks all doors, knocks out the driver (and any unfortunate passengers) with gas while a loudspeaker announces to the police:
“This is a stolen vehicle that has incapacitated the driver and passengers. Please arrest them now.”
