This meeting drew fiery public response especially from Civil Rights Attorney Leigh Dundas. Dundas compares the Orange County board of supervisors to Nazi Germany's Joseph Goebbels and Adolph Hitler, even calling them the "Fourth Reich". The special meeting was to adopt a resolution ratifying declaration of local emergency by the County's Health Officer and adopt resolution ratifying proclamation by Chair of Emergency Management Council. They ended up adopting the resolution regardless of public outrage.
