Discord is an app. It’s basically a glorified chat platform. They are most often used by gamers to collaborate, and a “server” that is started by just about anyone is basically just a bunch of categorically separated chatrooms. It supports media sharing and conferencing too, if I am not mistaken. But a server is basically private, unless you get an invite.
That’s why the article brought up how this event was also in twitter, and thus less private. People should have been able to see what was going on in twitter. Why did no one notice, or do anything, is I think the point of the article.
I think that the point of the article was say that Censorship is necessary.
