You mean the state that will give you a birth certificate even when you aren't born there? As far as I know, it's the only state in the Union that does that, so no, a notice in the paper does not actually prove Obama was born there.

The evidence I've seen makes it more probable that he was born in Vancouver Canada, and not Hawaii.
