McCain was undoubtedly a US citizen at birth, and eligible to serve. The exact place of his birth was legally irrelevant. Obama was not a US citizen at birth, and I doubt that he has ever become a US citizen.
As I stated above, a general clause cannot supersede a specific clause. The 14th Amendment cannot usurp Art. II, ยง1, cl. 5 natural-born citizen unless specifically authorized by Congress.
