Probably not, Probably it is a poor socialist country where most the occupants can't afford a car and gas to put into the car and most of the occupants live near where they live. Another way to tell are the cyclists riding around on cheap bicycles during rush hour or riding around all times of the day on more expensive bicycles out in the country/rural areas.
