IMO neither blew it up

Dam was hit by shelling off and on weakening it and the very wet spring raised level behind it

Shelled by Ukraine using US HIMARS last November.

There was a major explosion at the southern area of the dam, near the power generating building, in October 2022 and again in November 2022.

There have been occasional brief shelling bombardments of, and around, that building, since then.

Lately, the Russians blocked up the flow control ports, and that caused the reservoir water level to climb to its all-time record height.

For now, my guess is, that the force of the water plus damages of the southern area of the dam, led to the dam failing - first, at the south end of a section that is just to the north of the power generation building.
