Mostly the latter, but also, if the percentage of dumb remains the same while the population increases, the gross incidence of dumb also increases.

In a way we are getting dumber because safety regulations and excellent health care allow many of them to survive their most egregious feats of stupidity and live on to pass their stupid genes on the more generations.
