Given the specificity of the requirements it would appear to me that congress already has a good idea of what they are after. Someone from inside is leaking.
There is very little ambiguity in the wording which is the opposite of how congress normally operates.
A very basic question has been overlooked here :what evidence or information has caused this to be in effect?
It's not the White House, the DOD, or the DOJ that is saying that. It's just a rag-tag bunch of whistleblowers.
And the media has been mum.
I think we are only seeing the tip of the iceberg of the wrestling match between Congress and various special access programs.

People close to the situation are saying that we are in the midst of "disclosure" but the question remains...disclosure of what?

If aliens wanted to be known only to the government, they could easily do so without our government’s help.

I'm not so sure about that. It looks to me that someone on that committee became privy to something that can be proven. This seems to release inside people from prosecution from disclosure rather than ferreting out individual organizations. Nobody in Congress goes to this sort of trouble if they don't believe in it.
It is my prediction and belief.
Imagine for a moment that the “Non-Interference Directive” has merit. Also imagine for a moment that ET has indeed presented themselves to select individuals. Imagine for a moment that both ET and our government knows for a fact that most of our population would not be able to cope with ET presence due to religious or intellectual reasons.

Well if those who know can’t say, we don’t know who they are, where they work or live and.... and what the mystery material may even look like.... I think this one’s a little difficult to solve.
That is why the legislation addresses, threatens, and protects potential whistleblowers rather than unknown special access projects.
They better load the contraband on space freighters and get it off planet...

This is a surprising comment from a Freeper—particularly since many whistleblowers claim most aliens are of the capitalist persuasion and make win win trades with whoever can do the deals—government or private.
