Man, government bureaucrats or corporatists trying to deal with America through our government. Either way, we are so screwed! I was so hoping for missionaries. Even zookeepers would be infinitely preferable.

Agencies aren't going to be vulnerable to fear because they don't give a shit. Same for contractors.
Whistleblowers are the most likely source for intel. They are already scared of the DOD and other agencies and if they are afraid of anything, they just burrow in deeper (and say nothing).
The problem with whistleblowers is they have to feel safe about coming out. The reason they didn't go to Dr. Sean Kirkpatrick at AARO is because the don't trust him (and rightly so). Kirkpatrick reports to the DOD chain of command.
Whistleblowers have been coming out of the woodwork to testify to Congress because they are being taken seriously and because they are being indemnified against DOD reprisals for breaking their NDA's.
Long story short, you don't get more whistleblowers by threatening them with "illegality." They just clam up.
