This kid is bad to the bone. The Khmer Rouge turned children into its most obedient and reliable murderers, doing things that caused even the most ruthless adults to demur. But they acted only upon orders. This kid shot his teacher on his own initiative. The mom is just negligent. The kid is defective in a way that is a life-threatening risk to anyone in range. Death or indefinite confinement in solitary is the only way to keep others safe.
