The alternative was to create Waffen SS units, especially since the SS were more likely to have experience with foreign languages. These would take in basically anyone interested in fighting the Bolsheviks. Some were motivated by Nazi ideology like the Dutch and French Waffen SS units, many were motivated primarily by anti-Soviet sentiment (the Scandinavian units) and some were motivated mainly by nationalism to join with the Germans to defeat the Soviets like the Estonian and Finnish Waffen SS units.
The Ukrainians were taken into two different types of units, the Totenkopf concentration camp guards and Waffen SS. Both were guilty of atrocities against Jews and others. I would assume this guy was not in a Totenkopf unit.
Reminds me of a Croatian guy I used to know who had a picture of John Paul II next one of Anton Pavelic. His father and all his uncles were executed by the Serbs at the end of WWII for having fought for or supported the Ustasha regime. Having been oppressed and brutalized by foreigners for centuries, you go with the heroes you've got.

Yeah ignore the complicated history of Ukrainians in the USSR. When they were conquered and suffered a Holocaust. That division was the 1st Ukrainian division. They were fighting the Soviets who murdered millions of their countrymen. The here were French, Norwegian, Dutch, Danish, Lithuanian, Latvian and Estonia. Divisions among others.
