Five percent of the population of the State of California is black and somehow, a Senate seat is reserved for someone with that ethnic background. I don’t care if one group comprises 88 percent; the test should be their capabilities, not what they look like and in this case, they didn’t have to go to Maryland to get someone this mediocre.
