Signal stealing in a game is ok and I think stealing off tv is ok. Sending personnel to travel around the country and spy on other teams is what has gotten the NCAA’s attention.
It won't be long until they start suing coaches and staff and attempt to tie them up in court and bankrupt them for made up offenses. It seems that's where everything is going nowadays.

Team ‘A’ knows that they have a game with team ‘D’ in two weeks. So team ‘A’ sends a scout to watch team ‘D’ play. He buys a ticket in a place where he can see team ‘D’s sideline. He then watches the sideline and the game and take notes.

If team ‘D’ is on the ball they will change their signals each week making the scout’s efforts useless. So what is the big deal? Is the NCAA saying that it is illegal for an employee of team ‘A’ to attend other games?
