It is well known that the most cost effective aid to improve health in the Third World is access to drinking water. “Give to UNICEF or the kid drinks sewer water.” has the right tone.
The problem is actually again SOCIALISM!
Independent Africa got established around 1960, when the Soviet style socialism was the way to go. So all the helping hands are helping the community, not the people.
They should build the well and sell it to somebody, who would then charge reasonable fee for every cup of it. That person will then take care for the well to work forever.
Unfortunately, in socialism, you cannot do that. That person will be branded exploiting capitalist and run out of the town.
But, if the well is common, somebody, who does not care about somebody else’s children, will figure out that the pipes can be sold for few bucks! Community be dammed!
It takes village effect! If it is not mine, I can vandalize it.
