Any country is capable of being self-sufficient, if they are willing to reduce their standard of living and population enough.
Natural resources are not sufficient or necessary to obtain a high standard of living.
Countries with enormous natural resources can be mis or mal-managed to obtain a low standard of living. Countries with few natural resources, and good management, can obtain high standards of living.
It is all about maximizing the productivity of the people in the country.
And population genetics.
