I thought the reason why the Air Force has a problem with keeping pilots is that you make more money flying commercial.

And that's true. But there are so many more disadvantages to being an Air Force pilot.

“After a while you kind of look back and go, ‘I’m a pilot and I’m flying, if I’m lucky, once a week. What am I doing the other 80 percent of my time?’” Gould paused, before answering, “Stupid paperwork.”

Doesn’t seem to occur to anyone to take a hard look at how many of these administrative duties could be cut, so existing pilots spend more time flying.
