The whole point of Davos is that it is a business meeting camouflaged as a think session among the world’s elite. And like any carefully protected meeting of people who can afford almost anything, that means that many of the rules that apply to ordinary people are suspended. Oddly, in the larger scheme of things, the hookers and drugs are just ice breakers and ways to build trust and secrecy for the real doings of deal-making with minimal regard for laws against conspiracy and crime in business.

I doubt most of them are smarter than the average bear.
Competative, insecure at the core, and sociopaths most of them.
Those are the traits that get you into places like Davos.
Most high functioning sociopaths can turn on the charm when they have to, but usually they are very cunning and cut-throat at playing the system. They build empires and they learned to play politics, but it’s really not much more than little kids getting obsessed with playing a real-world version of a sim game or an intricate version of monopoly.
