A family member got in trouble because she rewarded the winner of her weekly spelling contest with a single butterscotch candy. It had “sugar”! She was giving food to a child! Unacceptable!
But if she wanted a girl to pretend they were a boy and get surgery? Many schools would protect her. She didn’t, obviously, being a Christian, but she also retired before the insanity reached this point.
Another teacher friend got in trouble for putting a Band-aid on a kid’s cut. He was supposed to send the kid to the school nurse - but the nurse wasn’t there that day, so he gave the kid a Band-aid. And got in trouble when another teacher saw him giving it! He has left teaching now too.
The total whackjobs are running the asylum!
My son is divorced. The judge, without anyone asking, inserted a paragraph into the divorce decree forbidding home schooling. My guess is the paragraph is not legal - but it would be expensive to fight. As in tens of thousands of dollars.

I taught my kids to RESPECT garbage men; teachers, well, not so much (since they almost always hate kids and hate America).

Immigrants, especially from Asia (like this family) have long realized that American schools TOTALLY SUCK, which is why THEY are pretty much the only parents sending their kids to after-school learning centers (American parents, other than home schoolers, are too dense to figure it out, and only care about whether their kids make the football team).
So I suspect this family is like most Asian families, and their kids were going to the public school for babysitting, not learning. What these parents now have to understand that our schools are now Grooming Centers, and thus are not even safe for daycare anymore.

How about the rest of the teachers and the administrators and probably the nurse(s) there, the adults that ‘kept the secret’ and played along?

School Choice, meaning VOUCHERS! They know it will work, which is why they viciously fight the concept.

The policies persist because the boards haven’t been replaced or dissolved (you answered it yourself).
As to why the boards continue to support Grooming, it’s because the school boards have their own state-level lobbyists (at least in Texas), and their job is to make sure that school board elections are essentially ‘closed’, meaning that only selected people know of the elections and vote in them.
So they do tell the public, to the extent required by law, but they make damn sure that their people actually vote...and given super-low turnouts, that’s usually enough for them to win.
According to the article, the girl was 10 years old at the time. That puts her in 4th or 5th grade. Here is a link to the school’s website:

This is Washington, but Oregon is same.
I had a debate with a teacher about a decade ago now, I don’t even recall the topic.... but she took a stand, and I disagreed... we discussed for a while, and I presented her with facts and figures and things.. and she capitulated my points, but still concluded she FELT she was right so was unwilling to change her opinion.
I flatly told her your feelings are meaningless, I can manipulate your feelings easily.. I can make you emotionally react to anything in a particular way if I want to, but that has zero bearing on the actual facts of the matter.
She got angry, clung even tighter to she felt she was right, so she was right.
If your children are in public schools this is what is “teaching” them...
