The policies persist because the boards haven’t been replaced or dissolved (you answered it yourself).
As to why the boards continue to support Grooming, it’s because the school boards have their own state-level lobbyists (at least in Texas), and their job is to make sure that school board elections are essentially ‘closed’, meaning that only selected people know of the elections and vote in them.
So they do tell the public, to the extent required by law, but they make damn sure that their people actually vote...and given super-low turnouts, that’s usually enough for them to win.
