What does this have to do with ATSC 3.0?
Even if you get a TV set or box that is “certified” to read the DRM encrypted channels, you would be required to have a live internet connection to do it. Otherwise, even ATSC 3.0 compatible TVs and boxes will not allow you to get over the air signals because of this encryption if they are not “certified” and don’t have a live internet connection...like stated before, this practice should be banned for over the air signals - your internet connection goes down, no TV. Requiring an internet connection totally undermines the entire point of over the air broadcast signals - which is of course what they are going for to try to force people onto paid services.
