From what I have heard he started out that way and was always changing his stripes until the left in the west invited him in to be their guy to replace, or use, to start a color revolution in Russia.
He was arrested at least a few times in Russia and let go. The fourth time, and his collusion with the neocons, ended him up in prison for a long time.
