The daughter is allegedly bullied. So they decide to take revenge on the teacher, who had nothing to do with the bullying. Right.

We don’t know that. In most bullying situations, teachers are very aware. At that point, it’s the teacher’s duty to step in in some way, i.e., alert authorities, reprimand the bullies, etc. If Teacher knew, and did nothing, it’s a problem. Not to the point of broken bones, but a problem just the same.

The legal doctrine of in Loco Parentis ("in the place of a parent") started in U.S. schools in the 1850s.

What did the teacher know and what did they do about it?

It’s always easiest to take it out on the teacher. Everyone does it. Everyone above them punches down, the parents and kids treat them like crap... I taught for 16 years in L.A. and the minute I turned 55, I ran for my life.
