Sounds like the teacher and school are at fault, they let the animals at the school bully her daughter. If this happened more often maybe schools would get control of their schools and students.

I thought it was me, the article is poorly written IMO originally when I read the article it implied the student was 31 and still in elementary school which could be possible given the people involved but unlikely

You have to keep reading. The story goes on to say that the daughter was being bullied.
