Oddly inconsistent.
It’s either 12 and 7 or twelve and seven.
Do the English, with the Imperial numerical length system built on twelve inches no longer know how to spell twelve? Possibly not since they generally use millimeters now.
Could also be the case that they figure seven seems older than 7 to the stupid people and they’re probably right. Idiocracy and all that.

IIRC, the rule is to spell out the word for one-digit numbers and write the numeral for numbers 10 and higher.
