So you don't know what a Black Swan event is?

I've read Taleb's books FRiend.

In his talk, Flynn uses "black swan" as he would use the word "accident." Any accident like this is basically a "black swan." Unpredictable, non-computable, a cascade of consequences, ultimately human or system generated.

But then he turns with the comment "we can not take terrorism off the table." Yes - do not take it off the table. Investigate it first - and present clear facts for what would be a very low probability explanation.

A Black Swan Event is one that is so unpredictable it comes by surprise, has major impact, and is rationalized after the fact. The collision happened yesterday. It is far too early to draw sweeping conclusions. It was a major accident, it happened, there is not much known for sure beyond that.

Apparently, that sensational “first black Port Commissioner” didn’t see anything wrong with ops in the harbor.
To be fair, neither did any of the others.
As soon as my attention was brought to this area, I saw at least 4 major factors which needed to be adjusted.
Where were these “Commissioners”?

Side note. Juvenal had it incorrect.

He thought Black Swans (Cygnus atratus) did not even exist. Black Swans existed in abundance circa 100 AD - in Australia.

They're a species of Least Concern today.

His assumptions were incorrect because -he- and the scientific community at the time had rarely observed them in their fields of travel. But they existed - and in plentiful numbers.

I think Taleb has it correct. So did SECDEF Rumsfeld ("Unknown unknowns"). I can imagine what some people would do today if they saw a live Black Swan.
