When do bad policies become treasonous?

That America's two most recent presidents, Bill Clinton and George W. Bush, have been guilty of egregiously flawed and fallacious decisions and activities is obvious. However, at what point do bad policies and conduct become treasonous? At what point do we conclude that our country's Chief Executive has crossed the line of mere inanity or naïveté and has actually become a threat to our national security and survival?

Selling national security and military secrets is seditious. In wartime against a declared enemy, it is treasonous.
The Constitution spells out the crime of treason. Sedition laws come and go (through repeal), currently there are none.
If someone provides aid and comfort to the enemy in a time of war, it is treasonous.
The Left’s propaganda campaign against American foreign policy emboldens the enemy. Sinking domestic and troop morale is enough to meet the definition (see the trial of Milldred Gillars, aka Axis Sally, after WWII).
Bill Clinton sold military information to China and dropped the ball on preventing and prosecuting theft of military secrets.
George W. Bush has turned his back on securing the border to Mexico which is clearly quite open.

He got off lucky when the impeachment charges were brought. They should have been for national security short-comings, not 'sex', the major thing on any politician's mind. The Republican were talked out of a viable course for what?
