There is a must win eight state rule since 2012.
So unless Rubio or Cruz can win eight, neither has a chance to win a brokered convention.
But when the 2 delegates from each state meet before the convention in Cleveland, it sounds like they can impose or relax any rules they want. Even if that isn't totally true, they do have leeway to set some rules.
