One thing I have wondered about is where was Congressional oversight on this Paris Accord thing? Same with the Kyoto summit business with Clinton. Were those treaties? If so, where is the record of the Senate function of advise and consent? If it is simply an Executive action then the Congress has jurisdiction over that, too, in terms of oversight and the power of the purse.

The Senate voted down Kyoto around 1998. It was a 95-0 vote.
