Since we need more stupid laws to enforce....why not make a law that limits all hotel construction to one single ground floor? No more 40-story buildings that would give the shooter lots of viewing territory. Vegas has tons of open space and can easily build 60-acre hotels.
With windows being such a problem, maybe they should dig the hotels underground.
