You forgot LBJ who won the 1964 election. He had been in the U. S. Senate for a long time prior to running as VP with Kennedy. He was the Senate majority leader for years. Johnson was certainly a criminal.
Bobby Kennedy might have pulled it off in 1968 if he hadn’t been shot.
Nixon and Johnson had been Senators, but so was Walter Johnson. They didn’t go directly from deliberative body to executive office. Same for Truman. Harding did it directly.
