There are different documentaries explaining why it is not true.
But the truth is it is irrelevant.
Technically “Putin awarding 80% of budget to cronies” is no different from US government awarding billions to corporations in government contracts. The nature of processes behind it is very similar.

I’d like to see Russia move beyond its communism. Weird to see Caucasians mired in that antiquated paradigm. Perhaps it’s a generational quagmire.
