Actually, they were elected as representatives of their districts, and their job is to propose and vote on legislation. While this is certainly a function of government, the actual job of "governing" - executing the laws and administering the policies - is performed by the executive branch.
And Donald Trump was elected as President - the head of the executive branch and chief governing officer - literally!
