WASHINGTON -- As Congress limps toward adjournment, the rancor between Republicans and Democrats is palpable on Capitol Hill, and much of the people's business is languishing. A Medicare prescription-drug plan is stalled. An energy bill has been bottled up for weeks in a conference committee. And filibusters are everywhere.
