Comet Encke's position in the western sky on several nights, as of 9 p.m. from mid-northern latitudes.

For us mere mortals, would that be 9pm UT or EDT?

Just a guess, but probably 9 pm your local time. 09:00 UT converts to 03:00 DST ET.
