In fact, Malson was allowed to operate Rivage rent-free for a couple of years after RDA took title to the site in February 2000...so taxpayer dollars went into his pocket to purchase the place and he got use of it for a couple of years thereafter without giving anything back to the taxpayers - talk about eating your cake and having it too.....
