It's possibly not being pushed because it embarresses the cops who had to deal with it.

Most cops are pretty straight and dislike this sort of thing and would rather not pro-long the agony.

Sorry I missed your cogent reply. I am sure your right, it's a dirty enough job that the cops have to deal with not to have to put up with lawsuits, or accusations over this type of public debauchery.. Thanks Tia, Merry Christmas
