There is no reason why GWB cannot say that "I have re-evaluated my position on the AWB and will not support a renewal of the bill. At the time I offered my support for the bill I did not have the benefit of the studies that show the bill is ineffective, nor did I have the benefit of the new study* that indicates most Americans do not support the ban."
