Dear friend of the Second Amendment,

For gun rights supporters, one of the most important of the 2004 Congressional elections is going to take place in early March.

Pro-gun State Senator Rico Oller is running in the Republican Primary in California's 3rd Congressional District, a seat being vacated by anti-gun Rep. Doug Ose.

This district is heavily Republican, so the next congressman could very well be determined in the March 2nd primary.

Sen. Oller is a proven leader for the Second Amendment, fighting hard against the anti-gun establishment in Sacramento.

Not only is Rico Oller a friend to gun owners; he is a gun owner and an avid outdoorsman himself.

The contrast between Rico and his two opponents could not be starker.

The candidate most hostile to gun rights is career politician Dan Lungren.

For decades, Lungren has been an aggressive adversary of gun rights, both in Washington as a congressman for ten years and more recently as California's Attorney General.

As a Congressman in 1988, Lungren voted for a 7 day waiting period, an early version of the Brady Bill. And if there were any doubt as to Lungren's commitment to the Brady gun control agenda, Lungren co-hosted a 1992 fundraiser for Jim Brady and the Center to Prevent Handgun Violence.

Lungren earned an "F" rating from pro-gun groups as a Congressman, but he took gun grabbing to a whole new and dangerous level when, as California's Attorney General, he single-handedly put in place a gun confiscation scheme.

The story of Lungren's brush with gun confiscation has its roots in a law called the Roberti-Roos Assault Weapons Control Act of 1989. The Act banned nearly 60 rifles and required people who owned the banned guns prior to the law's passage to register their firearms with the government.

Included in the ban was the SKS rifle with a detachable magazine. In 1992, Attorney General Lungren declared the SKS legal so long as it was registered with the state government in accordance with a separate semi-auto law.

However, in 1997 Lungren reversed himself and decided the SKS Sporter rifle was not legal. The thousands of firearms that had been legally purchased between 1992-1997 were now contraband.

One radio ad summed up the situation for owners of the firearms: "If you own an SKS Sporter, you can't sell it and you can't shoot it. You MUST turn it in before January 1 or face criminal charges."

The state offered a $230 reimbursement for each gun turned in. Thanks, Dan.

Gun owners who acted in good faith on the Attorney General's word were turned in to potential felons overnight as gun confiscation became the law of the land in California.

Thankfully, full-scale confiscation has not occurred in the state, but the groundwork has been laid and dangerous precedents set.

Given his experience with gun confiscation, it seems almost superfluous to mention his other anti-gun positions, but suffice it to say Lungren worked vigorously against concealed carry in the state and helped push through a gun free school zones law.

Dan Lungren also refused to return GOA's Candidate Questionnaire, even though the deadline for returning it was extended at his request.

If elected to Congress, Lungren will continue to do the bidding of his old pals in the gun control movement.

In addition to Lungren, there is another candidate in the race, Mary Ose, the sister of retiring Rep. Doug Ose.

While she has no record, Ms. Ose is widely considered to be a liberal-leaning candidate.

Ose's inexperience could be more than offset by her deep pockets. Mary Ose is a multi-millionaire who is willing to fund her own campaign.

A recent article in the Sacramento Bee described the candidate:

Ose, a multimillionaire who earned a law degree from the University of California, Berkeley,... said that like her brother she is willing to spend deeply from her own pocket to get elected. "I'll spend whatever it takes," she said. As you can see, the stakes are high in this race and the choice could not be clearer. We can end up with another anti-gun politician who will further erode our liberties, or we can get behind a genuine friend of the Constitution.

Fighting for Conservative Values

Taxes

As small business owner, I have always been a taxpayer advocate, and have been endorsed in the past by the Howard Jarvis Taxpayers Association. I support easing the taxpayers' burden, not increasing it. Lowering taxes encourages growth in all economic sectors, and raising taxes only grows government. I support California's 2/3 vote requirement to raise taxes. In addition, I am a firm supporter of Prop. 13, and would oppose any attempt to alter it.

Marriage

I believe that marriage is a sacred relationship reserved for a man and a woman, and I continue to support Prop. 22, which was overwhelmingly approved by voters. I have also joined with Congressman John Doolittle in supporting HJ Resolution 56, which would propose a constitutional amendment defining marriage as a relationship exclusively between a man and a woman.

Illegal Immigration

The flood of illegal aliens into our country, particularly in California, is a major problem. Not only is it an unnecessary drain on our taxpayers, but, as we saw with the horror of September 11, enforcement of our borders is clearly a national security interest of the highest order. I have opposed such bills as SB 60, which would grant driver's licenses to illegal aliens and terrorists.

Abortion

I strongly believe that there is no more fundamental human right than the right to life. As a state legislator, I have consistently defended the rights of the unborn. I oppose abortion except in the case where the
mother's life is at risk. Recently I proposed an amendment to budget bill AB 1762 that would have put a stop to the procedure called partial-birth abortion. My opposition to abortion will not change at the federal level, and I will continue to fight to end state-supported abortions once and for all. Unborn children are subjects, not objects of law.

Family

Londa, my wife of 24 years, and I have raised our four wonderful children with the understanding that the health of America depends on our ability to raise families that value life, freedom, and personal responsibility. As a state legislator, I have opposed and fought bills which are thrust upon us by the anti-family forces in the state. One such bill would grant special rights to transvestites, allowing men to wear women's clothing and makeup at work, in front of our children. The message this sends to our children is just plain wrong, and I firmly believe that these attacks on our families must be met.

Guns

I always been a staunch defender of the 2nd Amendment, and believe that gun-control advocates have a fundamentally flawed premise: Fewer guns do not equal more safety. Period. In addition, I respect every citizen's right to defend themselves and their families, as well as enjoy our wonderful natural habitats through hunting. I was awarded the Defender of Freedom Award by the National Rifle Association, of which I am a proud member. I have consistently fought the radical anti-gun agenda of the left during my years as a California legislator, and will continue to do so in Congress.

Religion

I firmly believe that our nation has strong religious roots that are the foundation of our culture and values. I was upset that the 9th Circuit Court ruled that the Pledge of Allegiance was unconstitutional because of the phrase "under God." In addition, it is an outrage that public displays of the Ten Commandments are under attack.

Recreational Freedom

An avid outdoorsman and hunter, I believe management of our natural resources necessitates our involvement in nature. That includes the right to hunt and fish. Unfortunately, unproductive restrictions at all levels of government have limited our ability to enjoy the outdoors. The Forest Service is locking gates to public property as if they owned it! The fact is, this is our land. As your Congressman, I will work to ease these unnecessary restraints and return our beautiful forests and wetlands to our use and enjoyment.

Homeland Defense

It is my conviction that the most important function of government is the protection of citizens, accomplished through local law enforcement, fire protection, and our military. I will stand side by side with President Bush in his effort to protect our airports, waterways, food, energy sources, infrastructure and our borders from the threat of terrorism.

Iraq War

I am proud to support our brave troops who daily risk their very lives to defend our freedoms. I stood firmly behind President Bush's decision to protect our nation by toppling the sadistic and oppressive regime of Saddam Hussein.

Role of Government

I believe that the role of government in our lives should be strictly according to the dictates of the Constitution. The primary function of government is to provide for a safe and secure nation so that Americans are free to pursue their dreams. It is not the government's place to provide prosperity to its citizens, but merely to furnish an equal opportunity to achieve it for themselves.

Economy/Jobs

My commitment to small businesses is evident in my actions as a state legislator. I have worked to reform our worker's compensation laws, whose high costs are driving businesses out of California. Because I believe that small businesses are the backbone of our economy, I am committed to creating and sustaining a business-friendly environment.

Education

As a believer in the effectiveness of local control, I am strongly in support of cutting through the bureaucracy that plagues our educational system and returning control to the local level. I am a firm supporter of the implementation of voucher system, which gives parents direct control over the education of their children. In addition, I am opposed to the delaying of the high school exit exam. I also supported the historic $9.2 billion school construction bond so schools can reduce the number of students per classroom.

Water/Power

California faces a major shortage in energy production and water storage. I have proposed many bills to address these issues, and remain committed to finding the solutions to these problems. Along with Congressman John Doolittle, I strongly support such projects as the Auburn Dam.

Forest management/Fire protection

We have a solemn responsibility to protect our natural habitats for future generations to enjoy. I support President Bush's Healthy Forest program, which will limit the devastation of forest fires by permitting reasonable logging projects. Our stewardship of the environment includes fire protection and sensible management of land and water resources.
