WASHINGTON - Republican Sen. John W. Warner planned to deliver in Richmond today a message of openness to proposals for higher taxes.
As the General Assembly grapples with shaping Virginia's 2004-06 budget, the fifth-term Republican senator will share his belief that "it appears there is a need for greater revenues," said a source close to Warner.

More revenue seems to the the continual refrain. Rarely is it ever "cut spending". Mr. Warner is probably as safe in the Old Dominion as Teddy K. is in Taxachusetts.

Yet the senator's expected remarks today will take him on a path different from fellow Republican Sen. George Allen, a former governor who has urged General Assembly Republicans to hold the line against higher state levies. ;-)
