Since he was governor just before he became President, I am assuming that they mean this is the first rodeo and livestock exhibition that he has been to since being elected President. I was stationed in the DC area and do not remember any livestock exhibitions or rodeos. And yes, I attended them when I lived in Texas, Oklahoma and now in Spokane. But I did not attend them for the five years I was stationed in the DC area. So what?
