The "if they had licenses and driver training they would be safe" argument is a pretty easy one to debunk. If it were true, there would never be an accident caused by a licensed, insured driver.

But the tragic case of a man killed by an undocumented driver on Highway 1 makes a compelling argument for ensuring that all drivers can access driver's training, a license and insurance, regardless of immigration status. They obviously will drive whether they pass a drivers test or not --- if they attempt the test and fail, they claim it was unfair, not culturally adapted for them and still continue to drive illegally --- our laws don't impress them.
