Would we be in Iraq had 9-11 not happened?

Very possibly. Bush did say, during the campaign in 2000, that if he found out that Saddam was building WMD's, that he'd "take 'em out".

The best case scenario for Iraq right now, as it relates to the Bush re-election campaign, is that Iraq quickly normalize and get out of the news. That means fewer attacks on US troops and fewer fatalities. To an extent, that already seems to be happening (somewhat). Once out of the news cycle, it may not matter as much. But tying the two together (9/11 and Iraq) won't wash with the independents out there who are sceptical of Bush's whole Iraq rationale to begin with. The partisans will buy it, but Bush already has their votes.

But the independents must realize that Bush was hardly alone. It was a bipartisan belief that Saddam had weapons. Mr. Kerry can hardly be the hero of the antiwar independents. He also said Saddam had WMD. Yes, Kerry fled from his vote and stiffed the troops-- I can't imagine independents think that is acceptable.
