The Arab Legue has published a memo stating that Prime Minister Ariel Sharon's threats against PA Chairman Yasser Arafat are aggravating the security situation in the Palestinian territories.
"Arafat is the Palestinian elected leader," the memo states, "and a threat upon him is equal to a threat upon the Palestinian nation, a threat which leads to a further deterioration in relations between Israel and the Palestinian Administration, and to a deterioration in the regional situation in general."
Prime Minister Sharon stated this week in interviews that anyone who plans to kill Jews, or sends others to kill Jews, "is marked for death."
Arab League chairman Amr Moussa told the London-based Arab newspaper al-Hayat that the Arab summit postponed by Tunisia last week is likely to be held in Tunisia in mid-May.
As a result, the Japanese foreign office said that Moussa has cancelled a planned trip to Japan due to meetings being held in Arab capitals, reported Army Radio Tuesday.
Tunisia said it postponed the summit because of differences between Arab states over dealing with the US-backed Greater Middle East Initiative, a reform plan that has been met with strong opposition from Middle Eastern leaders.
Syria was said to have led opposition to the summit focussing on regional reforms, and instead wanted the meeting to deal primarily with the Israeli-Palestinian conflict, particularly considering Israel's assassination of Sheik Ahmed Yassin, the leader of Palestinian militant group Hamas, which has been responsible for scores of suicide attacks inside the Jewish state.
The US reform plan, which has not yet been officially released, urges Arab states to promote democracy, human rights and the status of women. It also encourages upgrading educational systems and economic liberalization.
"The important thing for all of us to understand is that the summit must be preserved," al-Sharaa said. "Allowing a political vacuum to emerge would be the most dangerous state for the Arab nation."
On Monday, the foreign minister said President Bashar Assad would initiate a tour of Arab countries this week to press for the reconvening of the Arab summit, which was postponed by hosts Tunisia last month amid disagreements on democratic reforms called for by the United States and on making peace with Israel.
Syrian envoy Farouk al-Sharaa also told reporters that he held talks with leaders in neighboring Lebanon on the Iraq and Israeli-Palestinian conflicts.
Al-Sharaa told reporters that he delivered a letter from Assad to Lebanon's leaders dealing with the region's conflicts, "but which focused more on the reasons that prompted Tunisia to postpone the summit meeting."
He did not elaborate nor say when Assad will begin touring Arab states.
Assad on Sunday met with Egyptian President Hosni Mubarak, who has also been pushing for Arab leaders to revive the summit.
Since the postponement, Arab leaders have been trying the revive it but have yet to agree on a date and a place to meet. When Mubarak offered Egypt as a host, Tunisia was angered and insisted that it was its right to host the future meeting.
Jordanian King Abdullah II arrived in the Sudanese capital, Khartoum, Monday evening for talks with President Omar el-Bashir, which Jordanian officials said earlier in the day would focus on the Arab summit.
